             V  .KELLY FROM SPCA WAS ASKED TO ATTEND BY J.TEASDALE TO OFFER         SOME  HELPFUL POINTS                

IT WAS ARGUED THAT THE PRECEPT COULD NOT BE SET AS THERE WAS STILL NO ACCESS TO THE BANK ACCOUNT.

THE PRECEPT TOTAL WAS OFFERED FOR APPROVAL,IT WAS VOTED ON AND CARRIED BY THE WHOLE COUNCIL.THE PRECEPT WAS AGREED THAT AN INCREASE OF 3.9% WOULD BE APPLIED MAKING THE PRECEPT A TOTAL OF £14,287. 

Clll BOURA WAS ASKED IF THE CLERK WAS STILL ON THE PAYROLL

THERE ARE STILL SIGNATURES LEFT ON THE ACCOUNT ALTHOUGH NO LONGER COUNCIL MEMBERS,

IT WAS STATED THAT Cllr.BOURA BANK CARD WAS LOST OR STOPPED THIS WAS DENIED BY THE BANK WHO STATED THAT NO SUCH REQUEST HAS BEEN MADE.

BANK HAS RECEIVED NO CORRESPONDENCE REGARDING THE ISSUES WITH REGARDS TO THE CARD ISSUE THAT Cllr.BOURA HAD MENTIONED.

Cllr.BOURA STATED THAT SHE HAD PHONED THE BANK,WHEN THE BANK WAS CONTACTED BY THE CHAIR THEY STATED THAT THERE IS NO ISSUE DISCUSSED OVER THE PHONE IT ALWAYS HAS TO BE FACE TO FACE DISCUSSION.

IT WAS RECOMMENDED THATCllr. BOURA AND PRESENT CHAIR WENT TO BANK

Cllr. BOURA REQUESTED THAT THIS BE KEPT FROM THE PUBLIC ARENA THE CHAIR REPLIED THAT THE COUNCIL IS OPEN AND HONEST.

CHAIR EXPLAINED THAT Cllr.BOURA COULD NOT BE TRUSTED,REST OF THE COUNCIL AGREED.

CHAIR EXPLAINED THAT HE HAD BEEN IN CONSTANT TOUCH WITH THE BANK,OBSTACLES WERE PUT IN PLACE TO OBSTRUCT ANY PROGRESS WITHIN THE BANK. CONFIRMED THAT NO ISSUES ARE DISCUSSED OVER THE PHONE.

CHAIR HAD REPORTED THAT NO PIN FOR BANK CARD HAD BEEN LOST OR REQUESTED.THIS STATEMENT WAS GIVEN BY THE BANK.

V KELLY (spca) SUGGESTED THAT WE GO ONLINE BANKING. THE CHAIR HAD ALSO SUGGESTED THAT WE GO ONLINE ASP THIS WAS SUGGESTED 2 MONTHS AGO

 BY THE CHAIR.  Cllr BOURA STATED THAT IT WOULD TAKE WEEKS FOR THIS TO BE SET UP, BANK STATED THAT THIS IS INCORRECT.

DEBIT CARD WAS HELD BY  Cllr.BOURA WHO STATED THAT SHE HAD HER OWN CARD ONCE AGAIN A CONTROL ISSUE,  Cllr.BOURA WAS ASKED THREE TIMES HAD SHE USED THE CREDIT CARD SHE SAID NO.   THIS WAS INCORRECT SHE HAD IN FACT USED THE CARD,Cllr.BOURA REPLIED THAT SHE HAD FORGOTTON ALTHOUGH ASKED THREE TIMES HAD SHE USED THE CARD, SHE FAILED TO HAND IN THE CARD (CONTROL ISSUE)? AGAIN.

Cllr.BOURA WAS ASKED IF THE CARD IS DESTROYED SHE SAID NO,IT WAS ASKED THAT IT BE WITNESSED WHEN DESTROYED.

THE CHAIR REPORTED THAT HOPEFULLY IN ONE WEEKS TIME THE BANK WILL BE SORTED.

Cllr HARRISON REPORTED THAT Cllr. BOURA WAS ATTEMPTING TO MANIPULATE THE MEMBERS AND ALWAYS TRIED TO DO SO.

                                                              MINUTES OF MEETING

Item (1) receive apologies for absence one Cllr. Absent  V.Murfin

Item (2) DOG WASTE bins around the village, it was requested that the MPC provide a replacmenmt Bin at the side entrance gate to the Church,an email was recieived suggesting that the Parish Council removed the missing bin, this is untrue.

Item (3) Gardener has started work on the memorial gardens, comments received are that they look very good.

Item (4) Remembrance day poppy was presented on behalf of the MPC,proceedings went well.

Item (5) discussions on inconsiderate parking around the village, it was decided that a letter be produced for repeated offenders and a request for the Traffic Wardens Dept be asked to make random visits,also to notify the PCSO for possible patrols.

Item (6) Defibrillators for distribution in the village Village Store kind permission has been received from Mr. Sidhu the store owner. The other to be installed at the Church Room.

Item (7) books for sharing, a request for the bookcase required to be found a location at the Memorial Hall , request has been sent to the Hall Committee.    

Item (8) complaint of over hanging trees etc from 1a The Park to be cut back.

Item (9) continued public participation, all proposals to be included in the next MPC meeting.

It was discussed that a Book Case be supplied for the sharing of books within the village,it was suggested that the bookcase be within or out side of the village hall for storing of the books NOT IN THE LOCAL BUS SHELTER.

Letter for acceptance be sent to, the Mayfield Village Hall committee for their agreement.

A vote was proposed and passed.

A request for a donation to support the replacement of Rememberance Flag by the British Legion, it was generally agreed that this should go ahead and will be on the Agenda for the next MPC meeting.

Cllr. suggested that relocation of existing SIDs would reduce the requirement of an extra SID and would save money.

Data gathered by the SIDs would be presented at the next MPC meeting.

Chair introduced any other business. where invoice payments were made and cheques were signed off.

Invoices.  Works carried out on the memorial gardens Invoice ref.MMG1025 £1036.00.

MPC meeting Room Hire  Invoice No. 3/25 Invoice No. 4/25  Invoice No.5/25  Invoice No.6/25 collectively amounted to £162.50  all invoices mentioned above paid in full.

There was a discussion referring to the Travelers site (not yet approved) at Watery Lane, further information will be requested and item added to the next MPC agenda.

ITEM (1) to receive apologies for absence

ITEM (2) request from Mayfield Village Church if the MPC could provide a replacement bin taken from outside Church gate purpose of bin DOG WASTE

ITEM (3) report on gardener starting work on the Memorial Garden and other areas of the village

ITEM (4) Mayfield Church Remembrance, Poppy has been received for presentation on the 9th November.

ITEM (5) does the village want to action inconsiderate parking around the village ?

ITEM (6) Defibrillators, email sent to Chief Coordinator @ First Responders , asking where to obtain and if any training on use can be provided.

ITEM (7) books left in Bus Shelter for the village to share.  Complaints have been made that they take up some of the seating area. Could the MPC provide a casement to display the books in.

ITEM (8) complaint received regarding overhanging Bushes etc on the Park
